Tinh Van Group's Communications Director Elected to Executive Committee and Re-elected as Head of Inspection Board for V

On March 19, 2021, the 5th Congress of the Vietnam Software and IT Services Association (VINASA) for the 2021-2025 term was solemnly held in a hybrid format, with the participation of 260 delegates representing 438 member enterprises. The Congress was attended by Deputy Prime Minister Vu Duc Dam; Minister of Information and Communications Nguyen Manh Hung; Permanent Deputy Secretary of the Party Committee of Central Enterprises Pham Tan Cong; representatives from the Ministry of Home Affairs, along with current and former leaders of central ministries and sectors. Representing Tinhvan Group, Mr. Phan Quang Minh – Communications Director attended the event on behalf of the company.
Officially operating since April 2002, the Vietnam Software and IT Services Association (VINASA) has become a prestigious professional social organization with 438 member units, including leading enterprises in the industry, accounting for 60% of the workforce and 70% of the production capacity of Vietnam's software industry. A notable highlight of the IV term (2016-2020) was that VINASA completed a comprehensive support ecosystem for the development of Vietnamese IT enterprises:
– Policy advisory: Policy Advisory Council and Think Tank group
– Digital transformation: establishment of the Digital Transformation Alliance (2019)
– Science and technology: VINASA Institute of Science and Technology (VSTI, 2011)
– Training and human resource development: VINASA Academy, VINASA Digital Transformation Academy (2020)
– Startup support: Digital Technology Startup Investor Club (VDI, 2020), VINASA Digital Accelerator (VDA, 2021)
– Market development support: Business Services and Development Board (BDS) under VINASA Office
– Communication and brand promotion: Nhip Song So Magazine (2017)
– International market development: International Cooperation Board, and Vietnam-Japan IT Cooperation Committee (2007)
These are active support areas for business needs, market expansion, communication, and brand promotion for member enterprises.
During the IV term of VINASA's Executive Committee, the software and IT services industry continued to be a leading high-growth sector, making significant contributions to the development and modernization of economic sectors and all aspects of the country's social life. Specifically, Vietnam's ICT industry achieved remarkable growth with an average growth rate of 26.1% per year, becoming one of the largest revenue-generating economic sectors contributing significantly to the state budget. In 2020, estimated revenue reached 120 billion USD, of which software and digital content industry revenue exceeded 6 billion USD, double the revenue of 2015 (3 billion USD). Labor productivity and output value in the industry were 3-10 times higher than other economic sectors, with the highest level reaching over 20,000 USD per person per year. The proportion of Vietnamese value content in the industry's revenue was very high, reaching 90-95%.
The community of software and IT services enterprises has grown rapidly in terms of quantity, scale, technology level, and corporate governance. Many new names have been added to the list of large companies with around 1,000 employees. Alongside FPT, MISA, CMC, TMA, VNG… are RikkeiSoft, KMS, GMO-Z.com Runsystem…, and a large number of enterprises have grown to the threshold of 500-900 employees, such as VMG, Luvina, Fujinet, NTQ, VTI… Many new names have also emerged among enterprises with 100-400 employees: VNEXT, Deha, Nal, Beetsoft, HBLab… Compared to five years ago, most enterprises have advanced to a new level. In terms of technology, in areas that are global development trends such as artificial intelligence, big data, cloud computing, and mobile, many Vietnamese enterprises have reached the level of world-class companies. Many enterprises are applying the experience, technology, and processes accumulated over years of working with foreign partners to create high-quality Make in Vietnam products and services for the Vietnamese market.
Looking ahead, with the spirit of "Pioneering – Cooperation – Creativity," the 5th VINASA Congress for the 2021-2025 term set new goals, as well as changes in structure, personnel, and operational strategy. The Association's direction and strategy will focus on four major orientations: Building technology ecosystems; Developing platforms; Emphasizing AI strategy; Participating in IT human resource development through three main training areas: technology, digital transformation, and smart cities. VINASA's leadership outlined 12 key activities for the coming period, including: Policy; Digital Government; Smart Cities; Promoting tech startups; AI technology; Enterprise digital transformation; Agricultural digital transformation; Tourism digital transformation; Training in digital transformation, smart cities, AI…; Strengthening international cooperation, enhancing international standing; Developing the Association domestically and internationally; Communication and marketing for the industry and enterprises.
VINASA's Executive Committee and leadership have been comprehensively rejuvenated, with the participation of many young entrepreneurs leading Vietnam's top ICT enterprises. The responsibility of VINASA Chairman for the new term was entrusted to FPT CEO Nguyen Van Khoa. Mr. Phan Quang Minh – Communications Director of Tinhvan Group was elected to the Executive Committee and continues to serve as Head of the Inspection Board of VINASA for the V term.
On the occasion of VINASA's 5th Congress, the Minister of Information and Communications awarded certificates of merit to collectives and individuals who contributed to the development of Vietnam's Information and Communications industry. Mr. Phan Quang Minh, Communications Director of Tinhvan Group and Head of VINASA's Inspection Board, was honored to receive a Certificate of Merit from the Minister of Information and Communications.
