TVS and the Ministry of Justice Organize Online Training

Within the framework of the project “Developing a unified legal normative document information system from central to local levels,” Tinh Van Software Solutions and System Integration One Member Limited Liability Company (Tinhvan Solutions) coordinated with the Information Technology Department of the Ministry of Justice to organize online training for 09 Departments of Justice (Lao Cai, Lai Chau, Dien Bien, Tuyen Quang, Bac Kan, Vinh Phuc, Ninh Binh, Thua Thien Hue, Kien Giang) with the aim of putting the National Database on Legal Documents into pilot operation.
In his opening speech at the training session, Mr. Le Van Duyen – Deputy Director of the Information Technology Department stated: The National Database on Legal Documents provides tools to support ministries, ministerial-level agencies, and People's Committees of provinces and centrally-run cities in uniformly managing legal normative documents and related documents (consolidated documents, corrigenda, etc.); at the same time, it offers utilities for the drafting, inspection, review, and systematization of legal normative documents.
To create a policy mechanism for managing and maintaining the operation of the National Database on Legal Documents, the Information Technology Department – Ministry of Justice is currently drafting a Decree on the national legal database. According to the draft Decree, local Departments of Justice are responsible for collecting and updating documents from provincial People's Committees and People's Councils into the national legal database.
During the training session, officers from the 09 Departments of Justice were introduced by representatives of Tinhvan Solutions to skills for collecting, editing, and updating legal normative documents into the National Database on Legal Documents; they were also introduced to utilities for reviewing and systematizing legal normative documents, thereby becoming familiar with the new system and its utilities during use. In addition, the officers raised questions, issues, and difficulties related to the training content, which were fully addressed by the training staff of Tinhvan Solutions.
After the training session, the Information Technology Department will hand over accounts to the officers of the Departments of Justice to use and exploit the system, as well as to participate in the process of collecting, editing, and updating documents from their localities.
