In September, Tinh Van Software Solutions and System Integration One Member Limited Liability Company – Tinhvan Solutions (TVS) successfully signed a contract to build three online public services for the State Treasury with the Department of Information Technology and Financial Statistics – Ministry of Finance.
The project to build three online public services (DVC) for the State Treasury (KBNN) includes the following work items: Building the DVC for registration and use of accounts at the State Treasury; building the DVC for declaring the Document Receipt and Handover Form for online expenditure control transactions and one-stop transactions in the treasury field; and the DVC for online payment request information interface along with the request declaration program. In addition, TVS is also responsible for training and system operation training for end users and administrators, as well as supporting the deployment, operation, and use of the DVCs after construction.
The system will be built and installed centrally at the State Treasury and deployed at the State Treasury and five provincial and municipal State Treasuries directly under the central government (excluding district and county levels).

Once completed, the contract to build three online DVCs will bring many benefits, such as allowing individuals, units, and organizations to submit applications for opening and using accounts at the State Treasury online; helping budget-related units to declare the Document Receipt and Handover Form for online expenditure control transactions and one-stop transactions; and declaring online payment requests. This will make it easy to track the progress and status of document receipt and delivery, process payment requests, and receive processing results online through the State Treasury's online public service portal.
In addition, this project also applies digital signatures to confirm the submission of electronic documents and approve the results of document processing, helping to reduce travel time and direct work at the State Treasury. Furthermore, these services will automatically notify the status of document processing to the State Treasury and units transacting with it via email and phone.
The project will be deployed over 11 consecutive months from the date of contract signing.
