On September 18, 2016, the annual workshop “Workforce Planning & Human Resource Planning for a More Dynamic and Sustainable Organization” organized by the Human Resources Association (HRA) took place in Hanoi. Mr. Nguyen Huy Cuong – Chairman of the Board of Directors and General Director of Tinh Van Enterprise Management Consulting Joint Stock Company (Tinhvan Consulting – TVC) attended as a speaker at the event.
The workshop focused on discussing and clarifying two main topics: (1) Workforce planning – methods, tools, and application context; (2) Human resource planning and implementation – issues in talent management.
The workshop began with a presentation by Ms. Nguyen Thi Nam Phuong – Deputy General Director and Chief Consultant of OCD Management Joint Stock Company on common workforce planning calculation methods. Then, participants were divided into groups to practice workforce planning for a real case: Phu Quy Company. The atmosphere heated up as groups exchanged and presented their workforce plans.
The next session focused on workforce planning at Tinh Van Enterprise Management Consulting Joint Stock Company – Tinhvan Consulting, presented by General Director Nguyen Huy Cuong. Mr. Cuong shared the real story of workforce planning at Tinhvan Consulting, including difficulties in downsizing during the economic crisis. He also introduced the workshop to the Objectives and Key Results (OKR) management method and the actual implementation of OKR at Tinh Van. As CEO, Mr. Cuong provided the workshop with a perspective on workforce planning from a leader with 10 years of experience running a company providing HR management software for the Vietnamese market.

The final presentation was by Mr. Michael Potter, a member of the UK Chartered Institute of Personnel and Development, CEO of MPA Consulting, on human resource planning in a global environment. He also shared interesting real-life stories about resource planning at Google, Starbucks, and Siemens.
The afternoon was a Q&A session with the speakers. Many interesting questions were raised, such as: How to communicate the succession planning program to employees? How to manage talent? Does workforce planning require job measurement? Does workforce planning require organizational restructuring? Regarding succession planning, Mr. Nguyen Huy Cuong shared his view: “Succession planning should be a collaboration between leadership, middle management, and HR. He also shared that in theory it is like that, but implementing succession planning in Vietnam is truly difficult.”
