Pilot Application of Citizen Identification and Authentication Solution Using Chip-Embedded Citizen ID Card (MK e-ID Sol

On June 19, 2023, at the Center for Foreign Languages and Informatics (FLIC500) under the People's Security Academy, the VSTEP English proficiency test (6-level framework for Vietnam) was held. At the exam, FLIC500, together with MK Group Joint Stock Company and Tinh Van Technology Joint Stock Company, provided a solution for identifying and authenticating students using chip-embedded citizen ID cards and test software in examination work.
VSTEP is an English proficiency test based on the 6-level Foreign Language Competency Framework for Vietnam, equivalent to levels A1, A2, B1, B2, C1, C2 of the Common European Framework of Reference, issued and designed by the Ministry of Education and Training. As of 2023, the Ministry has licensed 25 universities to organize and issue VSTEP certificates, including the People's Security Academy. In recent years, language certificate exams have faced many cheating issues, including impersonation, affecting the reputation and value of this certificate. The application of authentication solutions using chip-embedded citizen ID cards will help minimize such fraud.
In this exam session, FLIC500 had 149 students divided into 3 exam rooms. To ensure accurate verification of candidates and prevent cheating, FLIC500 coordinated with the Center for Research and Application of Population Data and Citizen ID and MK Group Joint Stock Company to pilot the use of the MK e-ID solution, integrated with the OmegaTest test software by Tinh Van Technology Joint Stock Company.
Proud to be a unit certified by the Center for Research and Application of Population Data and Citizen ID as a "unit authorized to provide products and services for authenticating citizen information in the chip of the Citizen ID card," the MK e-ID solution is researched and developed on the platform of the chip-embedded citizen ID card authentication application of the Ministry of Public Security. The MK e-ID solution authenticates the digital signature of the Ministry of Public Security stored in the chip of the citizen ID card, helping to determine the authenticity of the card and verify the biometric information (fingerprint/face) of the citizen stored in the chip, thereby preventing document forgery and accurately authenticating citizen identity in transactions.
Previously, on May 23, 2023, a trial evaluation of the MK e-ID solution was conducted with 100 students divided into 2 exam rooms. After two exam sessions, the MK e-ID solution and OmegaTest test software have demonstrated outstanding benefits, successfully addressing issues related to test administration and cheating prevention.
The MK e-ID solution ensures high accuracy and reliability, prevents document forgery and impersonation, and can be applied across multiple channels – online and offline, at classrooms/exam venues, in online/mobile learning/testing environments. With fast processing speed, the system saves time in checking and comparing candidate lists with identification documents. The OmegaTest software allows testing centers to organize a complete exam, from planning, committee lists, candidate list finalization, question paper development, to exam administration, monitoring, automatic scoring (for reading and listening), assignment of scoring (for writing and speaking), result announcement, and re-marking organization.
With this successful integration, in the coming time, the parties will continue to cooperate to deploy a complete testing software solution for units authorized to organize and issue language certificates in particular, as well as exams/assessments of the Ministry of Education and Training in general. This will provide a complete testing software solution, increasing efficiency based on Tinh Van's OmegaTest testing software seamlessly integrated with MK Group's MK e-ID solution, contributing to enhanced effectiveness, security, and safety for exams.
